At this stage, an organisation will be looking to put in the basic support structures
in order to move project management up the maturity continuum. Too often, Project
Managers are asked to perform miracles on new projects whilst maintaining performance
levels with their business as usual activities.
Skills required at this level include an "overview" level understanding of how projects work,
the sorts of tools applied to improve budgeting and scheduling accuracy, and the role of
contributors to the project in order to make the Project Manager's role more effective. This
is particularly important in weak matrix organisations with immature project processes as
the Project Manager's ability to influence across vertical functions will be limited at best.
As well as a high-level knowledge of project tools, learners at this stage need to understand
the role of project offices and process administration and how effective project teams work.
